Seek and ye shall find. The integer value of leap seconds between GPS time and UTC is transmitted as the Delta t_^LS parameter of the GPS Navigation Message from satellite to receiver. See http://iraf.noao.edu/~seaman/leap/GPS-Nov99_Innov.pdf right at the end of the article. Dave
