Sam,
Your clock isn't reliable then. It would take over a 20 second error in UT time to account for your 5' error average so I still think your problem is somewhere else. Shortwave radios are cheap. Pick up a Grundig and get direct time ticks from Boulder on 5000,10000,15000,20000 khz. Then you can be sure without question.
