Sam,
I use a program called AboutTime to keep my computer's local time in sync with UTC. Although looking at the program's homepage, it seems the developer is not too confident in its abilities going forward. I don't know, I've never had any problems with it. And I have used it on Windows 7 64-bit and Vista 32-bit.
