What makes the 19th and early 20th century so interesting is that there was a group of practical navigators who also understood the theory. They worked to give their collegues better tools.
The British navigators were typically Extra Masters or described as RN. Was the now defunct Extra Master a purely British certificate and if so did the Europeans and the US have similar qualifications?
As an example of how care must be taken with terminology in earlier eras remember that until the 1920s/1930s (?) British helm orders were the opposite if the rest of the world.
