Yeah, it's about eLoran.
I wouldn't blame this directly on Obama (I'm pretty sure $35M is way below his radar horizon). But I do find it very strange that just a few years ago the (US) Federal Radionavigation Plan said that an alternate, non-space-based, high-accuracy positioning system was essential to aircraft and ship navigation, and now it says it isn't.
This isn't science, it's politics. I, for one, would love to find the political fingerprints on this one.
