It's an azimuth. Search for 'C. Plath azimuth' and you'll find a bunch of different models. Attached picture (from https://www.emedals.com/u-boat-azimuth-c-plath-hamburg-g4053 ) shows bottom of a similar device. Fits on top of a compass. The round mirror is for star sights, black glass on the other side for sun shots. Optics show compass bearing and sight in one image.
