Brian V., you wrote that you're trying to calculate star positions:
"in the neighborhood of 0.1 to 0.05 arcsecond accuracy."
Really? I could understand chasing a tenth of an arcminute... but 0.05 arcseconds is over a hundred times finer than that, which puts it roughly a hundred times finer than the requirements of even the most precision-obsessed calculations in standard celestial navigation. Or are you contemplating a tool for astronomical work?
An interesting issue for 0.05 arsecond star positions: how would you test your results?? You would need some trustworthy, high-quality resource that provides apparent star positions at that level. Do you have a source in mind? Anyone else??
