You say:

1900 GHA = 349°15.4' Difference of 10°44.6'

Where do these figures come from? In Steve's question GHA_Moon was given 349.29° which equals to 349°17.4'. The remaining angle to 360° is 10°42.6', not 10°44.6'. The total change of the GHA_Moon between 19UT and 20UT is 10°42.6' + 3.77° = 10°42.6' + 3°46.2' = 14°28.8'.

All in all, my answer is:

(10°42.4' / 14°28.8')° = 0^h44^m22.8^s.

So, the UT when GHA_Moon equals 0° is 19^h44^m23^s.
