Thanks for the help Greg. After seeing your results and drawing myself a sketch, I understand the limb issue.
I was failing to account for refraction also.
When at the coast, with a real horizon I see I must account for dip. I think it is unnecessary to account for dip when using the hand level to sight a ficticious "horizon", because my height of eye and the point on the "horizon" are at the same level.
