Here, a credit card merchant, in a commercial relationship with the card company, has contracted not to add a surcharge. But an individual person, who has offered you a payment option he is not required to offer, is most definitely *allowed* to ask for reimbursement of the expenses. I'm willing to accept any payment type someone wants to make, and any shipping option (globally) they want to make. But if their choice costs me risk or money, that's something *they* have to be responsible for. As it is, I'm absorbing the 2+% Paypal fee if they use Paypal, that's enough extra costs for me. They're still getting a bargain for a top-class top-condition instrument from a seller with a 100% feedback rating.
