I thought we wanted to avoid attachments, especially those of significant size. (Is 600KB significant by today's standards?) Attaching it to a NavList message was the way I used to do it. Am I wrong in my recollection about attachments?
Anyway, it turns out that you can access the file from the USPS web site using the link I have previously provided, without having to enter a USPS membership number or PIN. (If you got in through the home page, you would have to enter this data.) But the web site is usually (until a new version is released) for beta testers (whoever wants to be one) to access the program before it is released to the USPS web site. Without going into exactly why I use RAR on the web site, suffice it to say that there was a reason, but if, as it seems, all free RAR extractors contain adware or worse, I will have to find another way. One is under consideration right now, but it is not what I would have liked.
