I managed to get a steady 150 Kbs on the download, so maybe you caught the site on an "off" day? Wonder if Frank should consider adding that file to the NavList site since we seem to get semi-regular requests for it.

It is an actual copy (PDF) of the paper manual. I have not looked at all
pages, but the ones I have looked at are readable. The download from
this site is painfully slow, approximately 30kbs and the manual is some
8.9mB in size. I can email you a copy if you wish. Let me know you email
