I read it with QuickTime on Windows and with Image Viewer on Linux. The first few pages are blank, which may be why you thought your computer couldn't read it. The preface begins on page 5 (00000005.tif). You need to download a page at a time. (I was using Firefox on both Windows and Linux.) I have a printed copy also.
