For 9:07 UT at Hartlepool I get a deviation of 35.6° west based on image compass card shadow -180°.° .
165° magnetic compass bearing of Sun
-1.5° west variation
163.5°
127.9° true
35.6° west deviation (which is excessive)

If you have a GPS position and UT time of image then the reflected Sun or shadow on compass card can be checked with an azimuth reduction.
