Sure- makes sense, Frank. And, reflective paints are, in fact RETRO-reflective. The reflected light is targeted at the light source, like headlights in highway signs, etc. 3M makes a Scotch-Brite adhesive backed tape which is quite interesting. We used it on the Arecibo Radio Telescope as targets for our range-finding laser perched atop the structure in order to accurately measure the sphericity (or lack thereof) of the dish itself. Imagine, a 1000 ft bowl whose RMS roughness (departure from surface of a perfect sphere) was spec'd to be less than +/- 2.8 mm. They were suing the contractor E-Systems over about 1/2 mm.
