I totally agree with Jeremy!
Maritime accidents throughout history sadly reveal that only after fatal accidents are procedures and practices revised!!
How this 19th century navy custom "to have sailors manning the spars upon arrival/departure" survived through the 21st century, is truly weird!
...and even less understandable it is when a bridge is close by!
