I found the reference. I had checked the link, but not the attached files! Sorry.
So now that I am looking at it, are you claiming that Gauss was the first to allow for motion of the observer? (I actually don't see that Gery solves that problem. His paper is just a rehash of trivialities that had been known for half a millenium.)
