I am guessing that no one got back to you on this (at least not in a public message) because you described the process correctly, and there just isn't much more to say about it. All that I would add is that the procedures here are specific to the Nautical Almanac. These steps are not properties of GHA and Declination but rather they are properties of the way that those quantities are tabulated in the Nautical Almanac. In the twenty-first century we have many more options for astronomical data. We don't have to turn to the Nautical Almanac as the "only game in town". Of course, you would want to learn its procedures for general familiarity and possibly for licensing exams (most of which act as if time stopped in the year 1980), but bear in mind that these steps with v and d and all that are not absolutes of navigation.
