Yes, about the USNO. The USNO data wasn't used to do the sight reduction- just HO 249 and The Nautical Almanac.
I was referring to HO 249 Table 5 for d correction which gives the result as zero.
The Nautical Almanac lists the Sun's declination for September 12, 2014 at 18:00 UTC as N 4 d 00 minutes.
