Different (?) vernier

This octant is on eBay and, while these are too rich for my blood, I check verniers to see the how many survived.
The arc is divided into 20’ segments. The vernier is different.
If I consider the center asterisk as zero, I’d eyeball the reading of the zero against the arc as about 39-15.
Looking on the vernier the 15 is close but the left side of the vernier apparently reads zero, 19, 18 - - - down to 10.
So the right side of the vernier reads zero, minus 19, minus 18 - - - down to minus 10.
I’ll say the reading is 39-14.
This vernier would be ok once you got used to it. Pity the navigator that had this octant and one with a “modern” vernier.
Opinions? Is this one of a kind? Wikipedia doesn’t mention it.
