I share you concern that any (prop driven) drone would have enough lift in the thin air to operate at 42,000 feet, let alone pass thought any active thunderstorm unscathed. 2. Forget the weigh of the line. A tethered balloon rising to that height would pass through upper winds, maybe the jet stream, perhaps with direction and velocity counter to the surface winds. I suspect you'll need more than fishing line if that puppy hits a jet stream! If tethered to a blow boat this could far surpass the power of a chute, but lack navigational control :-)
