What about on a balloon? Of course, you'd need to have it tethered to the boat lest you lose it. I wonder how much 15 km of fishing line weighs. :P

I actually found one [unsubstantiated] quote online of 0.245 grams per meter, so I suppose that would work out to 3.675 kg or 8.1 lbs. Not as much as I imagined.
