I am attaching a list of VHF aeronautifcal frequencies for the west coast of the US. Look at the lists for L.A. Center, Oakland Center and Seattle Center. Try the bold ones first since these are the ones used for high flying aircraft, above 18,000 feet providing greater range, and the other frequencies are used for lower altitudes. But try first 121.5 and 123.45 first since these are commonly monitored by many or most oceanic flights.
I am also attaching a chart showing the HF aeronautical frequencies on which you might be able to contact a plane and get assistance if you are unable to establish contact with the Coast Guard. Try marine and ham freqencies first becuse many oceanic airplanes using HF also use SELCAL, which is a tone squelch system, and it requires transmmitting the correct tones in order to open the plane's squelch. But these frequencies are still worth a try in an emergency.
