Unless I am missing something here, it is a typical problem of longitude by chronometer.
The event is at 0233h UT, on August 28th. UT is UT, no daylight saving time.
The event is at 0133h, UT - 1, on August 28th, longitude 15 W
The event is at 0033h, UT - 2, on August 28th, longitude 30 W
The event is at 2333h, UT - 3, on August 27th, longitude 45 W
The event is at 2233h, UT - 4, on August 27th, longitude 60 W
The event is at 2133h, UT - 5, on August 27th, longitude 75 W
Let's say , for an observer X, the event occurs at 2113h, UT - 5, on August 27th . The longitude of X is 75W - (2153h - 2133h) / 4 = 70 W
(1 degree of longitude for 4 minutes of time, 20 min / 4 = 5 Degrees, 75 - 5 = 70 )
