Further to my last post. I’ve just realised, it’s actually not that hard to work out. If the declination of Arcturus has reduced by 11 minutes of arc in 35 years, on average, it’s reduced by 18.9 seconds a year, 0.05 seconds a day, or 0.002 seconds an hour. From the P&N correction table 5 in AP3270 Volume 1, it would appear that the effect of all this upon position line accuracy also depends upon LHA Aries at the time of an observation and the observers latitude.
