Depends on whether it's transmitting or receiving. Receiving should not interfere with other receivers. Since you describe it as a "very large" dish, I'll guess that it's likely connected only to a receiver and hence should not be causing the problems you describe with the possible exception that physical structure itself could be blocking radio waves (since both cell and GPS signals are line-of-sight). Hey, find out who runs it and make friends with them. I'll be they're doing some interesting stuff! Your question of interference provides the perfect introduction.
