Here is a sketch showing the two extremes of your example as I see it. The double LOP ellipse fix occures when the DR is omitted ( to be done when a long period of time has elapsed since last fix). The circle fix is when a short period of time has elapsed from the last fix and the DR is given an equal weight to each of the LOPs.
