I see this from Open Office for windows. I use this since my old EXCEL on Windows 7 can't deal with .xlsm files. Can you save an .xls version?
IAU/SOFA's and USNO/NOVA's are collections of routines used in the maniplating of coordinates. Rotating, precessing, nutating, applying relatisitc corrections, proper-motions, etc, etc. The basic ephemeris data often comes from the JPL DE series of files. They are generated by calculating interaction forces and time stepping starting from observed data. The French data, calculated in a similar fashion, is also widely used.
