I know there has been talk of “sunsetting” (pardon the pun) the FAA Flight Navigator certificate. I believe there have only been 3 issued in the last 20 years or so. As far as obsolescence, with todays GPS spoofing and interference, some of the oceanic procedures and techniques could still be relevant. Most oceanic flight today uses GPS for position sensing, inertial being the back up. Some aircraft are crossing with GPS only (mostly business aircraft).
Some of FAA flight navigator handbook is a rewrite of Air Force Manual AF 51-40. The celestial chapters of the FAA document have numerous errors. The Air Document is far superior.
