What was the datum setting in your GPS receiver when you measured your observing position? I assume you have verified the coordinates a few times. Are you interpreting the GPS readout properly? Not to insult your intelligence, but lat/lon is vulnerable to blunders due to the three flavors in use (D.d, DM.m, and DMS.s). However, I think the most likely explanation is a systematic error in your observation or reduction technique, combined with an unbalanced set of azimuths (perhaps due to visibility constraints at your site). For instance, from my porch I can observe only west of the meridian. If I always measure altitudes too high, my fixes will always fall west of the true position.
