Randy,
Are you using your fs AH? If so, perhaps the leveling isn't as accurate as it may appear?
I hope you find out what the reason is as many of my sights using an AH (Lower limb to Upper limb) are consistently Northwest of the GPS determined location.
However, using the method of simply superimposing the Sun (or star) the LOPs are much closer than the GPS coordinates.
