It is the seal of the certification authority, "Prüfdienststelle für Technische Schiffsausrüstungen", the 'verification department for technical ship equipment'. https://watch-wiki.org/index.php?title=G%C3%BCtezeichen_der_DDR I'm not sure about the number. I'm inclined to think they identify design specifications, since all the 62's I found via image search are alike, while the one 58 and the one 61 I found differed from each other and from the 62 in drum design. On many Freiberger sextants there's a different stamp in that location consisting of the letters DSRK arranged somewhat like the cardinal compass directions: S D R K This was also an East-German certification society: https://de.wikipedia.org/wiki/DDR-Schiffs-Revision_und_-Klassifikation You could look up the book 'Material- und Warenprüfung in der DDR' by Fuhrmann e.a. if you were really keen.
