Thanks for the replies. I followed the suggestion of pulling the telescope apart and  cleaning the lenses. I inspected the lens and used the front lens to examine  some printed text.

It does appear that  the the lens has some kind of casting defect, because when you run the lense centre over text it distorts causing this spotting effect which distorst incomming light to create a spotting effect. I could probably live with it till I can find another telescope or front lens. It maybe the coating  of the lens that been damaged. Its hard to tell.
