Low Earth Orbit is considered to be an altitude of ~2000 kilometers. The GNSS satellites operate around 20,200 in. That is an order of magnitude difference.
The article you presented speaks directly to low earth orbit. While it is possible that some particles, after collision, will attain the necessary altitude to impact some of the GNSS satellites, it's very unlikely to be enough to destroy all of them, simultaneously, in a debris cloud.
