There's more! The stations in question make very precise geodetic
measurements using the GPS signals. They are receiving stations only,
involved with Global Differential GPS and IGS (e.g. seismology, plate
    tectonics)

Here's the statement by the deputy prime minister:

"This concerns the following science and technological cooperation
agreements between the Government of the Russian Federation and the
Government of the United States, including the agreement of 16 December
1993 that was extended until 15 December 2015, as well as the 15
September 2011 agreement on exchanging seismological and geodynamic data
between the Geophysical Service of the Russian Academy of Sciences and
    the IRIS consortium."
