Not only cell phones, as you suggested, but how about aircraft in the vicinity? The spot mentioned was an airport. From their lofty perch they could visually determine it was wrong almost immediately. I surmise holy hell would have broken loose if incoming, even outgoing, aircraft were wrongly informed thy were at the airport. Perhaps with a very high-gain directional antenna directing it to sea it could be accomplished? Or not.
