The learning curve is steeper for the vector tools, but to really control the sort of drawings you are talking about, you will get better results with vector drawing.
Sample bitmap tool: Windows Paint
Sample vector tools: Adobe Illustrator, CorelDraw (both fairly expensive). Inkscape is a free, open source vector drawing tool.
I find that a complex drawing that opens almost instantaneously in Corel can take 10 or 15 seconds to open in Inkscape. But even if the performance of Inkscape lags, you cannot beat the price...and it has all of the tools you are likely to need (i.e. most of what Corel has).
