Stupid, but likely not dangerous.   The motorized dinghy appears to have been putting out turning buoys for a race and it appears as if one of the boats waiting for the race was just hot-dogging it.  Sailboats sometimes lose sight of obstacles to leeward and under the sails, but this mark-setter was clearly to windward and visible.   Looks like the sailboat mis-estimated his turning radius, though and did scrape his starboard quarter along the dinghy.   Not nice.

Reminds me a bit of an experience I had in Newport (RI) a long time ago,  The races for selecting the USA Olympic team were being held that weekend.  I was quietly at anchor (near Fort Adams, for Frank and others that may be familiar with Newport) when one of the catamarans came sailing into the harbor after the races.   One of his hulls was on a direct course to scrape down the side of my hull (emphasize sideswipe and scrape, not collide).  I fully expected him to tack away.   Instead the skipper merely tightened up on his mainsheet, which caused the hull to lift up sufficiently to clear my hull, rubrail, and lifelines.  Once clear of my boat he eased off and the hull dropped back down in the water....
