There's a interpretation of the Lima flag that's "this ship is in quarantine" when in port, but it's not in the current Pub 102. I don't have the IMO signal book available, so don't know if it's there or not.
But a reasonable fly would be Quebec over November, since the N negates the other.

One of the messages associated with flying the flag is "I am carrying dangerous goods" The Bravo flag is usually seen on fuel barges.
