Frank,
Attached is a 1 June 2013 simulation for a vessel in a rhumb line transit from San Diego to Honolulu. Polaris is reduced by Pub 249 using the Q correction. Saturn, Alphard, and Sun are reduced by USNO. The assumed positions are selected so that a traditional Pub 229 reduction can be compared. Maybe Peter and Andre can check this simulation with their plotting programs.

Folks,
Here's a new wrinkle in this:
"I have used HO 249 personally but we teach sight reduction by STELLA, we only show them 229 and 249. We do not go over the math of those tables and how to use them."
So they'll be operating under the assumption of a possible GPS outage but with electronics still functioning.
Does anyone remember the specs on the "STELLA" software package? If it does the sight reduction, I would have thought that it does the almanac work, too. No?
