Thank you Paul. That makes tremendus sense. A few thousand rpm will spin for awhile. A few hundred would too rapidly decay to zero.
Have you, by any chance, performed some observations? This will help Bill to determine if the device in his possession needs more work or perhaps it is an inherently bad design.
A sample size of one isn't ideal. Nor two, for that matter!

From what I have read the device was spun up inside the submarine then carried up the ladder to the conning tower top for an observation.
It must have been a nightmare to operate what with weight and size.
