Yes, some editions of Pub.249 are available via the hathitrust archive. Here's Pub.249 v1 2000. I grabbed the page you were looking for, and I'm including it here. So would you care to fill us in?? :) Why do you need this specific bit of information?
Before I found the file, I also considered describing how you could work out the numbers yourself, and not by dredging up the geometry of precession calculations but simply by comparing readily available data from 2000 with data from 2003. I decided not to get into it right away, but let me know (you or anyone else following along) if you're interested.
