According to Bowditch Vol. 1, 1977 Edition, page 586:
"Pub No 249 *Sight Reduction Tables for Air Navigation*, in three volumes,
are published by the defense Mapping Agency Hydrographic Center. A
preliminary edition of Volume 1 for selected stars was published in 1947
under the title *Star Tables for Air Navigation*...by the time the "first"
edition was printed in 1951, for epoch 1955.0 more the 20,000 copies of the
preliminary edition had been distributed."
