If you cannot approach the water edge, go as close as you can, and estimate the rest by eye. This gives you 1 ft precision in most cases. I don't think this has anything to do with tides. You always estimate the height from the water edge. In most other cases, (from a boat, from a cliff) a rope hanging into water will solve the problem.
