    I don't see any problems with height of the eye when observing
    on a beach:-) Just stand or sit on the edge of water and know your own
    height, standing or sitting.
    If you cannot approach the water edge, go as close as you can,
    and estimate the rest by eye. This gives you 1 ft precision
    in most cases.
    
    I don't think this has anything to do with tides.
    You always estimate the height from the water edge.
    
    In most other cases,
    (from a boat, from a cliff) a rope hanging into water
    will solve the problem.
