You could toss something of known size into the water, maybe a styrofoam ball. Measure its angular diameter. Then measure the angle to it down from the horizon. A little geometry will give the height of eye. Be sure to attach a string to that styrofoam ball so you can fish it out --wouldn't want to get ticketed for littering.
