Height of Eye (He) Value for Beach Shots?

Lu Abel's ideas for determining height of eye (He) on the new improved sextants got me thinking (always a dangerous thing... ;-)). What water level should I use for determining He when taking shots from a beach? I've had decent results so far (i.e. intercepts usually under a mile) with just guess-timating my height above the current water level (and bear in mind that some of our best south-facing "beaches" here in Southern California consist mostly of large rocks and boulders piled on top of each other, probably to help stabilize the road nearby). So far I haven't even tried to factor in the state of the tide at the time of the sights - that usually doesn't seem to matter, though I've had a couple of days where the LOPs weren't quite "right" and I'm wondering if that might be the cause?
