Bob,
Don't fuss over this too much. If you esitmate height of eye between 6 and 10 feet then this equates to about +/- 0.3' of error. This is on par with index error, timing error, and perpendicularity uncertainties. No matter how you cut it there will be close to +/- 1.0' of error uncertainty in a perfect observation when using a natural horizon. An artificial horizon will take care of perpendicularity and height of eye uncertainties as well as cutting in half the remaining systematic errors if you are looking for maximum accuracy.
