Proleptic 'predictions' of tidal elevations are worthwhile for places where the tide is strongly semi-diurnal (twice-a-day), and less so for places with a stronger diurnal (once-a-day) component. The Monk-Cartwright method is the best, but somewhat inaccessible for most mortals, though it works as well for flows as for elevations - see Philosophical Transactions. For a crude measure consider lunar phase in combination with declination. The Liverpool Proudman Laboratory tends to be helpful. During the post-Pearl Harbour activity period the US army found twelve components gave satisfactory results for much of the Pacific.
