Google translate returned a less than perfect rendering of this passage in English. Here's my attempt at a better translation for those who are entirely unfamiliar with German:
"This second twilight we call the common or civil, because this is the time,
as one in apartments that do not face the direction of the ascending or
the setting sun, is again compelled to light lamps; the contrary takes
place at dawn."
