I have navigation tables HO208, sixth ed., 1942.
As you write there are no 0°, 180°, 360° columns in table I or in table I-A.
If the hour angel (t or LHA) is 0° then it is a noon sight and the latitude can instead be calculated as described in “Use of the tables” at pages 99-100; here attached.
Other tables also using whole degree LHA values , e.g. HO249 and CSRT in the NA, have values for LHA=0° and can be used in their “normal” ways.
I also attach page 48 (Table I) and page 72 (Table I-A) though I am not sure that is what you have asked for.
